The instant petition under Article 226 of the Constitution

prays for quashing order dated 29.12.2011 passed by respondent no.2

granting licence of Chemist Shop No.1 Block D in favour of respondent

no.4 at Government Medical College and Hospital, Sector 32, Chandigarh.

A further prayer made by the petitioner is for issuance of direction for

either inter-se bidding as there was tie between the petitioner and

respondent no.4 or to call the parties for negotiation instead of resorting to

the system of draw of lots. It is appropriate to mention that respondent

no.2, Medical College had issued E Tender Document for licensing out

Chemist Shop No. 1 in Block D of the Government Medical College and

Hospit
