Mr. R.S.Saluja, for appellant.

Having heard learned counsel for the appellant, we are

satisfied that the learned Single Judge was right in not

entertaining the writ petition filed by him on the ground of

inordinate delay and latches. The petitioner was given

appointment by way of promotion on the post of Stenographer

by order dated 6.7.2000 with retrospectives effect from

16.7.1982 and that has been served on him before the

disposition of the contempt petition. The contempt petition has

been disposed of on 4.12.2000, with the direction that the

compliance of the directions of the Court has already been made

and nothing survives in it. The order dated 6th July, 2000 was

challenged by filing the writ petition No.6271/2003, more than

three years after the impugned order. The learned Single Judge

has not entertained the writ petition on the ground of delay and

latches and has referred to the quant
