Heard learned counsel for the parties.

The present writ petition has been filed by

the petitioner-charitable trust in whose favour land was

alloted for performing pious work of distribution of food

to the poor patients and their attendants in the

Government Hospitals.

The contention of the petitioner-trust is that

an application was filed before the District Collector to

grant permission for constructing a kitchen in the

Dharmshala for the purpose of preparing food.

However, the said application filed by the petitioner

has been rejected without assigning any reason by one

line order, which reads as under:-

उपरक वषयनर आप दर पस

पथन पत ननरस कर दय रय ह ।"

Upon perusal of the communication dated

30.10.2006, it is clear that no reason whatsoever has

been assigned for rejecting the application filed by the

petitioner.
