Instant special appeal has been filed against the

judgment rendered by the learned Single Judge in S.B.

Civil Writ Petition No.7637/2012 dated 07.08.2012

whereby the learned Single Judge dismissed the writ

petition filed by the petitioner in which a prayer was made

by the petitioner-appellant to quash order dated

11.04.2012 (Annex.-10 to the writ petition) passed by the

Commissioner, Municipal Council, Bhilwara.

The appellant averred in the writ petition that being
