This writ petition has been field by the petitioner

contending that an advertisement was issued for retail outlet

dealership of Essar Oil Ltd. at location SH-41 Village Mandawa

Taluka Jhunjhunu and Respondent No. 6 applied for the aforesaid

dealership offering the land situated at Khasra No. 1117 ad-

measuring 1600.60 sq. yards situated at Saunthaliya Kuan, Dhigaal

Bypass Colony, Village Mandawa and the land offered was accepted

by Essar Oil Ltd. and application was submitted to the Public Works

Department, Jhunjhunu for preparation of check list for getting

approval for new fuel station. District Collector, Jhunjhunu issued a

letter dated 19.09.2014 to the Superintending Engineer, PWD,

Jhunjhunu and directed to submit
