The brief facts, which engages consideration in the present

writ petition are, that as per the pleadings, which has been raised in

the writ petition, the petitioner has contended that after due process

of selection, as contemplated under the then prevalent Rules, he was

appointed as an Assistant Agriculture Officer, Grade-III, by virtue of

an order of appointment dated 26th November 1987.

Learned counsel for the petitioner contends that ever since, his

initial date of appointment, the petitioner, he has been consistently

rendering his services without any break and he has got nothing

adverse against him, which could create an impediment in granting

him the benefit of the ACP or the other promotional benefits, which

he could have been otherwise entitled to be granted, had an
