Appellant  is  the  writ  petitioner.  The  writ  petition  was 

filed  challenging  the  orders  dated  25.11.2010,  14.02.2011, 

30.03.2012  and  07.05.2012.  Very  briefly  put,  the  case  of  the 

appellant appears to be that the appellant is the owner of one 

St.  Asaf  Estate  situated  in  Survey  No.  3  in  Landour 

Cantonment,  Mussoorie.  It  is  the  case  of  the  appellant, 

apparently, that it is a very old building; it required repair and 

the  appellant  carried  out  repair.  On  the  other  hand,  the 

Cantonment  Board  took  the  stand  that  there  is  erection/re
