The
Uttarakhand
Public
Service
Commission (in short ‘Commission’) issued an
advertisement for Uttarakhand State Combined
Civil Service (Preliminary) Examination-2002
on 16.09.2002, for the various posts, including
the post of Block Development Officer.
Petitioner also participated in the said
selection process. The Commission sent a
communication to the Principal Secretary,
Government of Uttarakhand, whereby the list
of selected candidates was made available on
21.10.2005. Petitioner’s name also figured in
the said list. However, the Appointing
Authority raised certain queries with regard to
the O.B.C. certificate of the petitioner. The
District Magistrate, Champawat clarified the
same. Thereafter, the petitioner was appointed
on 30.11.2005 as Block Development Officer.
The petitioner has participated in the
selection process. His name was duly
recommended by the Commission. It was
merely on the basis of the query raised by the
Commission
