According to the petitioners, proceedings against

them were initiated under Sections 166 and 167 of the

Uttar Pradesh Zamidari Abolition & Land Reforms Act (from

hereinafter referred to as “UPZA&LR Act”) in the year 1995

and their Bhumidari land was vested in the State

Government vide order dated 20.11.1995. Against the said

order,

petitioners

moved

a

recall

application

on

11.01.1996, which was allowed by Collector, Dehradun on

15.01.1996 on the ground that while passing the earlier

order, petitioners were not heard. Thereafter, Assistant

Collector, Dehradun passed another order on 27.08.1996,

whereby again the land was vested in the State

Government. Against the said order, petitioners filed a

revision and the revisional court (Additional Chief Revenue

Commissioner, Uttarakhand), vide judgment and order
