By way of this writ petition, the petitioner has prayed to issue a

writ in the nature of certiorari for quashing the order dated 12-2-1999 passed

by the Prescribed Authority (Annexure-3 to the writ petition) and order

dated 15-12-1999 passed by the Additional District Judge, Kashipur, District-

Udham Singh Nagar (Annexure-4 to the writ petition).
