1. Heard Sri Pankaj Agarwal, learned counsel and Sri B.P.

Singh Kachhawah, learned Standing Counsel for the State

respondents.

2. Challenge, in the instant petition, has been raised to the order

dated 07.07.2020 passed by the Special Secretary, Government

of U.P., whereby liability of Rs. 3,77,584/- has been fixed upon

the petitioner under Section 81 of the Uttar Pradesh Nagar

Palika Adhinium, 1916. The short submission of the learned

counsel for the petitioner is that the aforesaid order was

preceded by show cause notice dated 24.05.2010, 26.2.2018

and 01.04.2015. The petitioner had submitted detailed

objections thereto. In any case neither any objection has been

dealt with in the impugned order nor any reason has been

assigned therein to fix the liability against the petitioner, nor has

any exercise been made to quantify the liability against the

petitioner to the tune of Rs.3,77,584/-.
