Heard Sri Sanjay Mani Tripathi, learned counsel for the

petitioner and learned Standing Counsel for the State

respondents and perused the record.

On 10.12.2020 this Court has passed a detailed order seeking

report from the State Government. After perusing the report of

the Additional Chief Secretary, Ministry of Labour,

Government of U.P., Lucknow dated 16.12.2020, the Court,

after recording its satisfaction, passed further orders on

17.12.2020.

Today learned Standing Counsel has produced a copy of the

instructions dated 4.10.2021, which is taken on record. As per

the instructions, one Public Interest Litigation (PIL) No. 515

2021 (Labour Law Advisors Association vs. State Of U.P. And

7 Others) was filed wherein a short counter affidavit was filed

and the same was disposed of vide order dated 17.9.2021 by the

following orders :
