        This Revision Petition is directed against the order dt. 7.12.2012 of the District Forum-III, Hyderabad made in I.A.No.178/2012 in  C.C.No.441/2012. The Revision Petitioner is the opposite party and the respondent herein is  the complainant in C.C.No.441/2012.

        For the sake of convenience , the parties are described as arrayed in the cause title of the  complaint. 

        The brief facts  that led to  this Revision Petition,   are as follows:

The  complainant filed the complaint in C.C.No.441/2012 against the opposite party seeking  direction to the opposite party to issue ‘No Objection Certificate’  in respect of Tyota Qualis vehicle  bearing registration no.AP 10 V 1030  in respect of the loan  account no.NRFWART278/08  for clearing the hypothecation clause in the certificate of registration forthwith, interalia stating that  the complainant paid all the instalments without any default and  he does not hold any other due and no  documentation charges etc., but the opposite party did not issue ‘No Objection Certificate’ to get the hypothecation clause cleared at the RTA, which hold in the  Registration Certificate of the vehicle and has been  postponing  issuance of the same, for time and again. 

        The complainant has filed petition in I.A.No.178/2012  praying to direct the respondent/opp.party to issue ‘No Objection  Certificate’ in    respect of  Tyota  Qualis  vehicle bearing registration no.AP10V1030  pertaining to the loan account  bearing no. NRF WART0800278 for clearing hypothecation clause in the Registration Certificate pending disposal of the main complaint.  Along with the petition, the petitioner/complainant gave  his affidavit, interalia stating that he has paid all 35  monthly instalments, without any default,  as long back as on 18.4.2011. Despite  of the same,   the respondent/opposite party did not issue  ‘No Objection Certificate’.   He has requested  the opposite party  several times, to is
