A reply has been filed on behalf of the respondent stating that one flat was sold in the project (to one Shri Sanjay Mehta) before 01.05.2017 and the project was complete in all respects as on 01.05.2017, the date of commencement of the Act. Because of the death of the project architect, they could not obtain a completion certificate in time. They have obtained a completion certificate on Page 1 of 2 Ove File No. F.15(204)/202122.05.2019 from an empanelled architect, Shri Gaurav Kumar Agarwal, but it is evident from the sale deed of the said one flat
