to the order quoted above, show cause notice was issued to both the respondents

through registered AD post on 31.7.2019 and Mr. Milind Kumar, Advocate and Dr.

Nirmal Chopra, Advocate has on 3.9.2019 and 12.9.2019 filed vakalatnama on behalf

of respondent no. 2 and respondent no. 1.

It is furthe submitted that Mr. Milind Kumar, Advocate has on 15.10.2019 filed

counter affidavit on behalf of respondent no.2/State. The copy of the couter affidavit
