What the petitioner seeks to contend are

really the matters either for the Legislation or

policy domain even if they have a point of view. It

is difficult for us in exercise of PIL jurisdiction

to entertain the same but all we can say is that if

the petitioner has submitted representations, as he

claims, he is entitled to a response for the same

whether of acceptance or rejection and the

respondents may look into that aspect.
