[1] This is an application for judicial review of the following decision of the respondent:-

(i) the respondents decision ( "the Respondents 1^st Decision") requiring the applicant to apply for planning permission for the construction of a pole and camera ("the AES Pole) to be utilized for the operation of the Automated Enforcement System ("AES") provided by the applicant pursuant to an initiative of the Federal Government with the primary objective of changing the attitude of drivers as a road safety measure of reducing road accidents and enforcing traffic laws on speeding at KM301.7, North South Highway (PLUS) heading to Kuala Lumpur near the Malaysian Highway Authorities Headquarters at Mukim Dengkil, Daerah Sepang, Negeri Selangor ("PLUS HIGHWAY"). The applicant was informed of this decision by letter dated 19 November 2012 ("the First Notice")

(ii) the respondents decision ("the Respondent 2^nd Decision") requiring the applicant to apply for planning permission for the construction of a pole and camera ("the AES Pole") to be utilized for the operation of the Automat
