[1] The appeal relates to an application for judicial review by the appellant (applicant) against the decision of the learned High Court Judge at Shah Alam on 31 May 2018.

[2] The applicant, an advocate and solicitor was subject of a complaint by the Disciplinary Board.

[3] On 19 December 2016, the applicant filed this judicial review application against the respondent's ruling. In the judicial review application, the applicant sought for the following:

(i) a certiorari order to quash and annul the decision of the respondent in a hearing held on 13 October 2016 which affirmed the finding of liability against the appellant by the Disciplinary Committee constituted for the Complaint No DB/13/8814; and

(ii) a certiorari order to quash and annul the Disciplinary Committee Report dated 28 June 2016 and to annul the appointment of the Disciplinary Committee.

[4] From the statement in support of the application at the High Court, the applicant relied on the following grounds:

"24. Saya amat terkilan dan mempertikaikan keputusan responden yang dibuat pada 13 Oktober 2016 yang telah setuju dengan keputusan DC dalam Laporan DC yang telah mendapati saya bersalah dan t
