[1] This is an appeal against the decision of the High Court of Kuala Lumpur (Appellate and Special Powers Division) of 6 December 2012 granting the issuance of a writ of certiorari to quash the decision of the Minister of Human Resource ('the Minister') to refer the appellant's representation to the Industrial Court.
