Parties
[1] There were, to begin with, 18 applicants at the commencement of this proceeding. By the time of the hearing, 11 had withdrawn their application, leaving the seven incumbent applicants - Applicants No 1, 6, 7, 9, 10, 11 and 18. They are all teenagers between the ages of 12 and 17 represented by their respective litigation representatives ("applicants").
[2] The respondents are the 'Menteri Kesihatan' (1st respondent), 'Ketua Pengarah Kesihatan Malaysia' (2nd respondent), 'Menteri Sains, Teknologi dan Inovasi' (3rd respondent) and 'Kerajaan Malaysia' (4th respondent).
Judicial Review - Leave Stage
[3] This is an application for judicial review. Under O 53 Rules of 2012 ("RC"), the applicants must first obtain the leave of Court before proceeding with the substantive application for the reliefs, in this case, of certiorari and mandamus.
[4] The instant hearing is for leave of Court. In addition, the applicants are also applying for a stay of proceedings pending the Court's decision on the substantive application. The proceedings here refer to the Immunisation Programme for Teenagers that the applicants seek to quash.
