JUDGMENT
Introduction
[1]This is an application for the issuance of a writ of habeas corpus for the immediate release of the applicant. The applicant is a citizen of the People’s Republic of China. Pursuant to the request on 15.01.2019 from the government of the United States of America (“US”) to the Government of Malaysia for the provisional arrest of the applicant, the applicant was arrested on 23.01.2019 on his arrival at the Kuala Lumpur International Airport. The request by the US government was made under the auspices of the Agreement and the Exchange of Notes dated 03.08.1995
