Engelhardt, Circuit Judge: Edgar Tibakweitira, a native and citizen of Tanzania, petitions for review of an order issued by the Board of Immigration Appeals (“BIA”) dismissing his appeal from the Immigration Judge’s (“IJ”) decision denying his application for withholding of removal and protection under the Convention Against Torture (“CAT”). He separately petitions for review of the BIA’
