This batch of appeals arising out of a judgment and order dated 23.07.1999 passed by a Division Bench of the Delhi High Court, inter alia, in Writ Petitions No. 793 of 1993 as also a judgment and order dated 22.07.2005 passed by a Full Bench of the Delhi High Court in Letters Patent Appeal Nos. 844 of 2003 etc. were heard together and are being disposed of by this common judgment. FACTS :

3. Delhi Development Authority (for short, the Authority) has been constituted under the Delhi Development Act, 1957 (for short, the Act ). Indisputably, it develops different areas in the town of Delhi and constructs houses for all groups of people.
