JUDGMENT :

1. Leave granted.

2. Learned counsel appearing for the respondent requests for four weeks' time for filing 4 counter both to the S.L.P. as well as to the stay petition. Time is granted for filing counter till 9.10.92. Meanwhile interim orders passed by the First Court on 4.9.92 will continue. Further, in addition to the interim direction passed by the First Court and the undertaking given by the learned counsel for the respondent we direct that the impugned judgment shall not be utilised for any purpose until further orders. 4

3. I.A. No. 3 for raising additional grounds by Union of India is allowed.

4. List all the matters alongwith intervening applications on 9th October, 1992.
