Heard Mr. M. Das, learned counsel for the petitioner. Also heard Mr.

S. K.Talukdar, learned Standing Counsel appearing for the Co-operation Department representing the respondents no. 1 to 4. None has entered appearance on behalf of the respondent no. 5.

2. The challenge made in the present proceeding is to an order dated 09.11.2018, issued by the Registrar, Co-operative Societies, debarring the petitioner herein from functioning as the Secretary of the Batadraba Satra Samabai Samitee Ltd. The petitioner has also presented a challenge to an order dated 12.11.2018, whereby directions were issued by the Assistant Registrar, Co-operative Societies, Nagaon, in pursuance to the said order dated 09.11.2018, to take immediate steps for making alternative arrangements for holding the post of Secretary of the Co-operative Societies upon debarment of the petitioner from functioning in the said capacity.

3. The petitioner contends that he was appointed as the Secretary of the Batadraba Satra Samabai Samitee Ltd., (hereinafter referred to as ‘the society’) by the Board of the said Society on 07.06.2013 and he was so functioning in the said capacity. Subsequently, certain al
