UPON hearing the counsel the Court made the following

O R D E R

1. Applications for permission to file SLPs without certified copy of impugned order are granted subject to file the same before the notified date of listing i.e. 16.05.2025.

2. Issue notice.

3. So far as the petitioners of Item nos. 67 and 68 i.e. Diary No. 23986/2025 & Diary No. 23988/2025 respectively are concerned, they are directed to appear before the Investigating Officer at the earliest. They should join the investigation and fully cooperate. 4. We shall hear all the three matters on Friday i.e. 16.5.2025.

5. Insofar as the petitioner of Item No.69 i.e. Diary No.24031/2025 is concerned, we are informed that he has already been arrested. However, according to Mr. Dave, the arrest is per se illegal. We shall look into this aspect of the matter.

6. We make it clear that asking the petitioners of Item Nos. 67 and 68 respectively to appear before the investigating agency is without prejudice to the right of the State to ultimately pray for custodial interrogation, if required.

7. The only idea with which we have asked the petitioners to appear is to see that they join the investigation. However, they shall not be arrested till next Friday i.e. 16.5.2025.

8. Mr. Rohtagi, the learned counsel appearing for the State has fairly made a statement at the Bar that till Friday i.e 16.5.2025 they shall not be actually arrested.

9. As prayed for, permission to file counter affidavit is granted and serve the copy to the other side also.

10. List these matters on 16.05.2025.
