KOCHI – The Kerala High Court has ushered in a new era of technological advancement, launching a suite of significant IT initiatives aimed at enhancing workplace safety, improving linguistic accessibility, and streamlining judicial processes. The landmark projects, unveiled by Chief Justice Nitin Jamdar on Kerala Day, November 1, mark a concerted effort to modernize the state's judiciary and make justice more accessible to the public.
The launch, which coincided with the 70th Establishment Day of the High Court, included an online portal for sexual harassment complaints named 'SheBoX', a comprehensive Malayalam legal glossary, a state-wide e-Office system, and an AI-powered voice-to-text platform for trial courts. These initiatives reflect a holistic approach to judicial reform, addressing issues from internal workplace culture to the public's ability to understand legal proceedings.
Justice A. Muhamed Mustaque, Chairman of the High Court's Computerisation Committee, lauded the initiatives, underscoring the judiciary's commitment to leveraging technology for systemic improvement.
Among the most notable launches is 'SheBoX', an online complaint management system designed exclusively for female staff of the High Court to register complaints related to sexual harassment at the workplace. The portal provides a secure, confidential, and accessible platform for reporting incidents, ensuring that grievances are addressed promptly and effectively.
In a powerful statement of empowerment, the SheBoX portal was developed entirely by the women developers of the High Court's IT Directorate. A release from the court highlighted this achievement, stating that the portal "stands as a testament to the High Court’s commitment to women empowerment and workplace safety." This initiative is a significant internal reform, demonstrating the judiciary's proactive stance in creating a safe and equitable environment for its employees, aligning with the principles of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013.
Addressing the critical need for linguistic accessibility, Chief Justice Jamdar formally launched 'Niyamapadakosham' (Legal Glossary). This comprehensive compilation contains 6,375 legal terms in Malayalam, meticulously prepared by the High Court to promote clarity, accuracy, and uniformity in legal terminology.
In his address, the Chief Justice emphasized the High Court's ongoing project of translating crucial judgments from both the Supreme Court and the High Court into Malayalam. He noted that the glossary would be instrumental in this process, remarking that it "would play a pivotal role in achieving linguistic consistency and precision." This move is a crucial step towards demystifying the law for the common citizen, ensuring that judicial pronouncements are not confined to the linguistic boundaries of the legal profession but are comprehensible to the public they serve.
The event also marked the rollout of several other transformative technologies. The introduction of the 'Adalat.AI' voice-to-text platform is set to revolutionize the recording of witness statements in trial courts. This AI-driven system will allow judicial officers to electronically capture testimony, which can then be seamlessly uploaded to the District Court Case Management System (DCMS). Officials expect this innovation to "reduce delays, increase transparency and enable accessibility to all stakeholders" by creating an accurate and readily available digital record of proceedings.
Furthermore, Chief Justice Jamdar officially declared the completion of the e-Office implementation across the entire judicial ecosystem of the state and the Union Territory of Lakshadweep. The e-Office system facilitates completely paperless file processing, enabling the digital movement, approval, and archiving of files. This extensive digitalization, which covers the High Court and all district judiciary courts, is a major milestone in achieving administrative efficiency, reducing environmental impact, and modernizing the day-to-day functioning of the courts.
The initiatives launched by the Kerala High Court represent a significant leap forward in the integration of technology within the Indian judicial system. For legal practitioners, the widespread adoption of the e-Office system and DCMS means a more streamlined interaction with the courts, faster access to case files, and a reduction in administrative burdens. The Adalat.AI platform, in particular, could fundamentally change trial practice by ensuring a more accurate and less contentious record of witness depositions.
For the legal community and the public at large, the emphasis on accessibility through the Malayalam legal glossary reinforces the principle that justice must not only be done but must also be seen and understood to be done. The creation of SheBoX serves as a powerful model for other institutions, both public and private, highlighting the importance of building robust, tech-enabled mechanisms to ensure workplace safety and gender justice. As the Kerala High Court embarks on this new chapter, its pioneering efforts are likely to serve as a blueprint for judicial modernization across the country.
