BERHAMPUR, ODISHA – The legal and political communities in Odisha are in shock following the brazen assassination of Pitabash Panda, a senior advocate, prominent Bharatiya Janata Party (BJP) leader, and an active member of the Odisha State Bar Council. Panda, 50, was shot dead at close range by unidentified assailants near his residence in Berhampur’s Brahma Nagar area on the night of Monday, October 6, 2025. The murder has not only triggered a high-level police investigation but has also ignited a fierce political blame game over the state's deteriorating law and order situation, while raising urgent questions about the safety of legal professionals in India.

The incident has sent ripples of concern through the state's legal fraternity, prompting a critical examination of the risks faced by advocates, particularly those who, like Panda, operate at the volatile intersection of law, politics, and social activism.

The Incident: A Brazen Attack in Brahma Nagar

According to police reports, the attack occurred at approximately 10 PM. Panda was standing on a roadside near his home when two men on a motorcycle approached and fired at him from point-blank range before fleeing the scene. Locals and family members rushed a critically injured Panda to the MKCG Medical College and Hospital, but he was declared dead upon arrival by attending physicians.

The calculated nature of the attack has led to immediate and widespread condemnation. Berhampur Superintendent of Police, Saravana Vivek M, confirmed the gravity of the investigation, stating that multiple special teams have been formed to pursue the culprits. "Three teams have been constituted to carry out the investigation," he announced, adding that authorities are meticulously examining CCTV footage from the surrounding area in an effort to identify the assailants. A manhunt is currently underway across the Ganjam district and beyond.

While the police have stated that the motive remains under investigation, the high-profile nature of the victim has fueled speculation, with potential links being considered to his legal practice, his political affiliations, or his work as a Right to Information (RTI) activist.

A Multifaceted Career: Advocate, Politician, and Activist

Pitabash Panda was a well-respected and influential figure in Berhampur. As a senior advocate, he was a known entity in the local legal fraternity and an elected member of the Odisha State Bar Council, the apex disciplinary and regulatory body for lawyers in the state. His role within the Bar Council underscores his standing and commitment to the legal profession.

Beyond the courtroom, Panda was a dynamic public figure. He was a prominent leader for the ruling BJP in the Ganjam district, having previously been associated with the Congress party. This political involvement placed him in the public eye and, potentially, in the crosshairs of political rivals.

Furthermore, Panda was also identified as a dedicated RTI activist. This role often involves challenging established interests and uncovering information that powerful entities may wish to keep hidden, a line of work known to carry significant personal risk in India. His triple identity as a lawyer, politician, and activist created a complex profile, and investigators will now be tasked with untangling which of these roles, if any, led to his murder.

Political Fallout and Accusations of "Jungle Raaj"

The assassination has provided immediate ammunition for a political firestorm between the ruling BJP and opposition parties, who have seized upon the incident as evidence of a complete breakdown of law and order since the new government took power.

Senior Congress leader Bhakta Charan Das was one of the first to voice outrage, directly blaming the BJP-led state government for the security lapse. In a sharply worded post on X (formerly Twitter), he stated, "Deeply shocked at the assassination of Senior Lawyer and State Bar Council Member Pitabash Panda outside his home in Berhampur. BJP has successfully established Jungle Raaj in Odisha. CM Mohan Majhi’s Govt has failed to protect even its own leader, which exposes the shocking law & order collapse in the state."

The Biju Janata Dal (BJD), the state's long-reigning party until its recent electoral defeat, echoed these sentiments. BJD leader Bhrugu Baxipatra told reporters, “It is very unfortunate... BJD has been continuously trying to say that the law and order situation in the state, since the BJP came to power, has completely destabilised.”

In response, leaders from the BJP, including State Commerce and Transport Minister Bibhuti Bhusan Jena, rushed to the hospital upon hearing the news and strongly condemned the killing. The government has assured a swift and thorough investigation, but the incident has undeniably placed it on the defensive regarding its core promise of maintaining public safety.

Legal Implications and the Question of Advocate Protection

For the legal community, Panda's murder is a chilling reminder of the vulnerabilities inherent in the profession. The killing of a Bar Council member is seen not just as an attack on an individual but as an assault on the legal system itself. The incident is expected to prompt calls for greater security measures for advocates, particularly those handling sensitive cases or who are active in public life.

The murder charge, likely to be registered under Section 302 of the Indian Penal Code, carries the maximum penalty of death or life imprisonment.
