BILASPUR, CHHATTISGARH – The Chhattisgarh State Judicial Academy today inaugurated a comprehensive two-week orientation course for newly promoted District Judges, signaling a concerted push towards modernizing judicial functions and reinforcing the core values of the judiciary. The inaugural session, held at the Vivekananda Auditorium, was presided over by Justice Ramesh Sinha, Chief Justice of the High Court of Chhattisgarh, who delivered a powerful address on the evolving responsibilities of the district judiciary.
In his keynote speech, Chief Justice Sinha underscored the indispensable role of continuous learning and adaptation for judicial officers. He articulated a central theme for the program: while experience is the bedrock of judicial wisdom, it is structured and refined training that transforms that wisdom into effective judicial leadership.
"Experience gives wisdom, but structured training refines and channels that wisdom into effective leadership," Justice Sinha stated, addressing the cohort of newly promoted judges. He emphasized that the position of a District Judge, while a great honour, carries an "enormous responsibility" as their courtrooms are often the public's primary interface with the justice delivery system.
A significant portion of the Chief Justice's address focused on the technological transformation underway within the Chhattisgarh judiciary. He highlighted the rapid integration of e-filing systems, virtual hearings, digital records, and even AI-assisted legal tools as fundamental shifts in judicial working. He charged the new judges with the duty to not merely adapt to these changes but to become vanguards of this technological evolution.
"Judges must not only adopt to these changes but lead by example in integrating these advancements to make justice more accessible and efficient," he remarked. This directive positions the judiciary's embrace of technology not as a matter of convenience, but as a core component of its constitutional mandate to ensure access to justice for all citizens.
Beyond the technological imperative, Chief Justice Sinha passionately spoke about the foundational pillars of the judicial office: integrity, sensitivity, and an unwavering commitment to constitutional values. He urged the judges to remain perpetual students of the law, discharging their duties with a profound sense of humility and compassion. This balance between technological proficiency and humanistic jurisprudence was presented as the hallmark of a modern, effective judge.
The two-week orientation course, running from October 6th to October 17th, 2025, has been meticulously designed to equip the newly promoted District Judges with the skills and temperament required for their elevated roles. Justice Rajani Dubey, Judge of the High Court of Chhattisgarh and Chairperson of the State Judicial Academy, who also graced the occasion, oversaw the development of a curriculum that reflects the complex demands of contemporary adjudication.

"Approach this course with an open mind — to learn, to reflect and to share your own experiences. Judicial learning is a continuous journey. It is not confined to books or precedents alone, but extends to the values we embody."
The event was attended by the Registrar General and other senior officers of the High Court Registry. The welcome address was delivered by the Director of the Chhattisgarh State Judicial Academy, with the Additional Director proposing the formal vote of thanks, marking a significant step forward in the state's commitment to judicial excellence. The program serves as a clear indicator that for the Chhattisgarh judiciary, the path to justice is paved with continuous education, technological innovation, and an unwavering dedication to public service.
