CJI Gavai Inaugurates Court in Ambedkar's Ancestral Land, Heralding New Era of Grassroots Justice

Mandangad, Maharashtra – In a ceremony steeped in historical significance and constitutional symbolism, the Chief Justice of India, Bhushan Ramkrishna Gavai, inaugurated a new, state-of-the-art court building in Mandangad, Ratnagiri district. The event marks a pivotal moment in the judiciary's push for the decentralization of justice, bringing modern legal infrastructure to the ancestral heartland of Dr. Babasaheb Ambedkar, the principal architect of the Indian Constitution.

Calling the project "the realisation of a long-cherished dream," CJI Gavai underscored its profound personal and professional importance. The location is particularly poignant; Mandangad Taluka is home to Ambadve village, the ancestral home of Dr. Ambedkar. The inauguration, therefore, was framed not merely as an infrastructural milestone but as a direct tribute to his lifelong mission of social justice, empowerment for the marginalized, and the unwavering supremacy of the rule of law. To commemorate this legacy, the Chief Justice also unveiled a statue of Dr. Ambedkar and murals depicting seminal moments from his life.

The event drew a distinguished gathering, including Maharashtra Chief Minister Devendra Fadnavis, Deputy Chief Minister Eknath Shinde, and the Chief Justice of the Bombay High Court, Justice Chandrashekar, alongside senior members of the judiciary and state government. Their presence highlighted the collaborative effort required to bring such a significant project to fruition.

Strengthening Judicial Infrastructure at the Grassroots

In his keynote address, CJI Gavai articulated a clear vision for the Indian judiciary, emphasizing that the reinforcement of public trust in the legal system is intrinsically linked to the strength of its grassroots infrastructure. He argued that access to justice cannot remain a theoretical promise but must be a tangible reality for every citizen, especially those in the nation's remotest corners.

"This state-of-the-art facility stands as a symbol of the judiciary’s unwavering commitment to ensuring accessible, timely and effective justice for every citizen," he stated. The new Mandangad court is equipped with modern courtrooms, robust digital infrastructure, and essential amenities designed to meet the evolving demands of judicial work in the Konkan region.

This inauguration is the latest in a series of infrastructure projects championed by CJI Gavai. Reflecting on his career, he noted his consistent focus on this critical area. "In the last 22 years as a judge, I have stood for decentralisation of justice and ensured several judicial infrastructure projects are completed," he said. He expressed immense personal satisfaction with two projects in particular: the establishment of the Kolhapur circuit bench of the Bombay High Court and the completion of the Mandangad court building, which was constructed in a swift two-year timeframe.

The Nexus of Executive Cooperation and Judicial Independence

"Even though the doctrine of separation of powers of executive and judiciary is expected to deliver justice to people, judiciary has to get cooperation from the executive in terms of funds to ensure justice reaches one and all," he remarked. This candid acknowledgment addresses a systemic challenge faced by judiciaries worldwide: the need for adequate funding and logistical support from the government to build and maintain the physical and digital infrastructure of justice.

He extended his gratitude to the Maharashtra Government for expediting the Mandangad project and praised the quality of recently inaugurated court buildings in Nashik, Nagpur, Kolhapur, and Daryapur, viewing them as successful examples of this collaborative model. This pragmatic approach signals a recognition that judicial autonomy is not compromised, but rather enhanced, when the executive branch fulfills its role in facilitating the administration of justice.

“The country has remained united and on the path of development in war and peace. We have seen internal Emergency as well but we have remained strong and united. It is because of Dr. Babasaheb Ambedkar's Constitution," Justice Gavai asserted.

By establishing a modern temple of justice in the land of the Constitution's architect, the judiciary sends a powerful message.
