In a significant move to ensure the safety of students, teachers, and staff across the national capital, the High Court of Delhi has officially disposed of a contempt petition following the successful notification and implementation of a comprehensive Standard Operating Procedure (SOP) for handling bomb threats in schools.
The proceedings, presided over by Hon'ble Mr. Justice Anish Dayal, conclude a period of judicial supervision aimed at standardizing how educational institutions respond to security exigencies.
The case arose from a Public Interest Litigation (PIL) initiated by petitioner Arpit Bhargava, who sought to ensure that the lives of stakeholders in educational institutions were not left to ad-hoc decision-making during security crises. The court had previously directed relevant authorities to develop a formal framework to handle the growing concern of bomb threats targeting schools.
Following an order dated November 14, 2024, the Director of Education convened a multi-agency meeting on May 5, 2025. This meeting brought together representatives from the Delhi Police, Fire Service, Municipal Corporation of Delhi (MCD), and disaster management bodies to draft a robust action plan.
The newly implemented SOP, notified on May 16, 2025, provides a definitive roadmap for preventive, preparatory, responsive, and recovery measures. Key aspects of the protocol include: * Mandatory Compliance: All heads of government, aided, and private recognized schools are required to implement the SOP with immediate effect. * Accountability: Schools must submit a detailed monthly checklist to the concerned district authorities to ensure continuous oversight. * Police Integration: The Delhi Police has committed to issuing an updated circular to align their ground-level operations with the new SOP.

With the SOP now uploaded to the Directorate of Education’s website and circularized to all institutions, the judicial oversight that shaped this policy has come to a close. By formalizing these protocols, the Delhi High Court has ensured that schools are no longer relying on fragmented directives but are following a cohesive, inter-departmental plan designed to prioritize the safety of the student community.
This judgment serves as a vital precedent for administrative accountability, demonstrating how the court can act as a catalyst for institutional change in public safety infrastructure.
