In a decisive move to address long-standing concerns regarding public safety and traffic congestion, the Delhi High Court has issued a time-bound mandate for the construction of, both, a temporary Bailey Bridge and a permanent Foot Over Bridge (FOB) across the Ring Road in the Delhi Cantonment area.
The division bench comprising Justice Prathiba M. Singh and Justice Manmeet Pritam Singh Arora underscored the necessity of inter-agency coordination, directing the Public Works Department (PWD) to shoulder the financial and developmental burden of these projects, which have been pending since 2010.
The case, initiated as a ‘Court on its own motion’, highlighted the hazardous conditions faced by soldiers and civilians navigating the busy Ring Road. Despite approvals dating back over a decade, the FOB project remained dormant. By bringing together the Delhi Cantonment Board (DCB), PWD, Delhi Traffic Police, and essential utility service providers, the Court has effectively broken the bureaucratic gridlock.
Through a series of meetings held in July 2025, a roadmap was established. The Army has been tasked with constructing a temporary Bailey Bridge within 40 days of site clearance, while the PWD moves forward with the permanent FOB, projected to take approximately ten months.
The Court’s approach focused on practical implementation rather than endless litigation. By inviting utility providers—including Tata Power, BSES, the Delhi Jal Board, and Indraprastha Gas Limited—to the table, the Court ensured that obstacles such as underground cables and gas pipelines can be managed through a coordinated site inspection.
The PWD has been directed to act as the primary financial and administrative anchor, ensuring that shifting services and tree pruning do not become an excuse for further delay.

The High Court has set a strict two-week deadline for the shifting of all interfering utilities and the filing of necessary applications for forest clearances. Crucially, the PWD is required to pay an initial installment of Rs. 25 Lakhs to the Army to trigger the procurement and construction phase for the Bailey Bridge.
This order serves as a stark reminder of the judiciary's power to compel administrative accountability in public infrastructure projects. By providing specific timelines and delegating clear responsibilities, the High Court has turned a stalled proposal into an active construction project. The matter is currently listed for progress review on 29th August 2025, ensuring that the agencies remain on track to fulfill their commitments.
For the residents and soldiers in the Delhi Cantonment, this judicial intervention marks the beginning of a safer, more efficient commute across one of the city's most challenging traffic junctions.
