( 1 ) THESE six Writ Petitions are heard together as they all relate to selections to the posts of Class-II Officers under the common cadre of key personnel of Co-operative central Banks and Andhra Pradesh State Co-operative Bank Limited held by the Selection Committee in the months of October and November, 1992. All the petitioners in these Writ Petitions received call letters dated 21-10-1992 and intimations dated 30-10-1992 to appear for group tasks and interview before the Selection Committee constituted under the Common Cadre regulations for Key Personnel of the said Banks (hereinafter referred to as the regulations ) and appeared both for group tasks and interview.

( 2 ) PETITIONERS in Writ Petitions Nos. 15258,15517,15524 and 16530 of 1992 question the promotion policy of Class-II Officers of common cadre approved by the Selection Committee at its meeting held on 22-8-1992/21-10-1992 and communicated by the Andhra Pradesh State Co-operative Bank Limited under memo No. Est/f. 253 dated 29-10-1992, which formed the basis for the said selections, as arbitrary and bad.
