This writ petition is filed for a writ of Mandamus to set aside order dated 21-02-2001 passed by respondent No.1-Joint Collector, whereby he confirmed order dated 16-03-1999 passed by respondent No.2-Revenue Divisional Officer.
Heard Sri T. Balaji, learned counsel representing Sri G. Dasaradha Rami Reddy, learned counsel for the petitioner, learned Assistant Government Pleader for Revenue for respondents 1 to 3, Sri V.R. Reddy Kovvuri, learned counsel for respondent No.4, and perused the record.
The dispute pertains to Ac. 0.14 cents of land in Survey No.602/2 of Chinna Chowk Village, Kadapa Mandal and District. On the basis of the entries in the revenue record, pattadar passbooks and title deeds were issued in favour of the petitioner by respondent No.3 - Mandal Revenue Officer, Kadapa on 18-09-1997. Feeing aggrieved by the said act of respondent No.3, respondent No.4 approached respondent No.2 by way of a petition. Respondent No.2 entertained the said petition and even without a notice to the petitioner, by his order dated 16-03-1999 set aside the pattadar passbooks and title deeds issued in favour of the petitioner, on the basis of the report of respondent No.3, wherei
