2. Since common questions of law and fact arise for consideration in these writ petitions, therefore, they were heard analogously and are being decided by this common order.

3. The petitioner in W.P.No.56088/2016 namely M/s. Siddharth Infotech Private Limited seeks a writ of certiorari for quashment of order of cancellation of contract dated 05.07.2016. The aforesaid petitioner also seeks a writ of certiorari for quashment of direction dated 30.07.2016 issued by the Principal Secretary to the Commissioner, Public Instructions by which he has been directed not to return the bank guarantees and to terminate the contract with immediate effect.
