JUDGMENT :

The matter has been received on marking from the Court of HMJ Prathiba M. Singh.
1. After some aguments, Mr. Utkarsh Singh, learned counsel appearing for respondent Nos. 1 to 3 submits that the anxiety of the police authorities would be satisfied in case certain information is provided to them by today evening.

Mr. Utkarsh Singh, leanred counsel appearing for the respondent Nos. 1 to 3 submits that the information now provided in the present writ petition was not available with the respondent No. 2 and, therefore, the direction of refusal from holding the seminar had been passed. However, on the submissions made by Mr. Colin Gonsalves, learned Senior Counsel appearing for the petitioner, the learned counsel appearing for respondent Nos. 1 to 3 submits that the permission for the meeting may be granted subject to suitable directions/ conditions being passed by this Court.

Mr. Colin Gonsalves, learned Senior Counsel has submitted that apart from the 10 key note speakers, who are named at page No. 35 of the present petition, the other participants are also strictly on invitation basis and, therefore, the anxiety of the respondents to that extent will be assuaged by providing a list of those persons.
4. In view of the aforesaid and keeping in view the apprehension of some mishappening in the mind of the respondents, this Court deems it fit to pass the following directions :-
(ii) The other invitees who are still travelling and would be reaching Delhi by tomorrow, a similar list of such persons would be handed over to the SHO, I.P. Estate on or before by 12:00 noon tomorrow i.e., 11.03.2023.
(iii) The petitioner shall provide one contact number of the responsible person of the organization, which is conducting the seminar, so as to enable the police authorities to have a one phone contact in respect of the seminar which is to take place for the next two days.
(iv) The petitioner assures and undertakes that there shall be no cause of any untoward incident so far as the Organising Committee and participants are concerned.
5. On instructions, Mr. Colin Gonsalves, learned Senior Counsel submits that the two persons whose numbers will be handed over rightaway to the counsel for the respondent Nos. 1 to 3, as contact persons are as under :-

6. With the aforesaid directions, the present writ petition is disposed of.
7. Needless to observe that the parties are to co-operate with each other to ensure that the seminar is held in a peaceful atmosphere and no untoward incident would occur.
8. Order Dasti under the signatures of the Court Master.
9. The aforesaid order be sent to the Station House Officer, Police Station I.P. Estate, New Delhi-110002 through a special messenger forthwith.
