Mr. Justice S.S. Chadha, Member—This appeal is directed against the Order dated 11.1.1993 of the State Commission, Tamil Nadu at Madras dismissing the complaint by a majority decision and leaving the Complainant to seek proper relief in appropriate Forum.
The Appellant who was the Complainant before the State Commission, in his complaint claims that he is engaged in the profession of investigative journalism, that he is the owner of Nakkheeran Publications, that he is the publisher and editor of the Tamil political weekly “Nakkheeran” which is dedicated to factual reporting of the administrative lapses, corrupt practices, unjust activities, etc. of the Government officials, industrialists, public persons, and anti-social elements and that because of this relentless devotedness to his profession, the Complainant has incurred the wrath of the State Government, its officials and its active supporters.
