This Writ Petition, having treated as public interest litigation, has been filed by the petitioner praying for issue of writ of quo warranto against the fourth respondent, who is holding the office of Vice Chancellor of the Kerala University of Veterinary and Animal Sciences, Pookkode, Wayanad. The Kerala Veterinary and Animal Sciences University (hereinafter referred to as the University) has been established by a State legislation, namely, the Kerala Veterinary and Animal Sciences University Act, 2010 (hereinafter referred to as the 2010 Act). Section 12 of the 2010 Act relates to the Vice Chancellor. Under Section 12(5), the first Vice Chancellor is to be appointed by the Chancellor on the recommendation of the Government. The State Government recommended to the Chancellor the name of fourth respondent out of a panel of three names for appointment of the first Vice Chancellor.
