1. The petitioner has filed the above Writ Petition to issue a writ of mandamus directing the 2nd respondent to reject the bids submitted by cancel tender awarded to, persons who submitted technical bids solely on the basis of AMD PRO A4-3350B APU processor or any other laptop processor which does not qualify the "Qualifying Benchmark" stipulated under Clause 4.1.1 of the Tender Document and accept the bids submitted by persons whose Technical Bid fulfills the qualifying criteria under the Tender Document.

2. The brief case of the petitioner is as follows:

(i) According to the petitioner, it is involved in the business of manufacturing and trading of electrical and electronic appliances. The 2nd respondent, as Procurement Agency of the State Government's free laptop distribution scheme, floated a tender for supply and commission of five lakhs laptop computers to be distributed to the students in the State of Tamil Nadu for the year 2016-17.
