Claiming himself to be a member of Ulagalaviya Om Namasivaya Anmiga Kalvi Samaya Samuga Arakattalai and apprehending that THAMIRABARANI PUSHKARANI pooja is likely to be disrupted by people who do not believe in God, petitioner has sent a representation dated 22.09.2018 to the Home Secretary, Government of Tamilnadu, Fort St. George, Chennai and marked a copy to (i) The Principal Secretary to Government, Revenue Department, Chennai, (ii) The Principal Secretary to Government, Local Administration Department, Chennai, (iii) The Principal Secretary to Government, Hindu Religious and Charitable Endowment Department, Chennai and (iv) The District Collector, Thirunelveli District, Thirunelveli, to allow Hindu people to celebrate the said THAMIRABARANI PUSHKARANI function peacefully.

2. The basis of filing of the writ petition, set out in paragraph No.7 of the supporting affidavit are as hereunder.
