JUDGMENT
(Prayer: Writ Petition filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Mandamus, directing the respondents to grant permission and necessary protection to conduct “Adal Padal” programme on 05.03.2023 at 07.00 pm to 10.00 pm in connection with Thiru Vizha of 23rd year Thanthai Periyar Memorial Vizha at Periyar Samathuvapuram, Paiyur Pillaivayal, Sivagangai,Sivagangai District.)
1. The writ petitioner filed this Writ Petition seeking for issuance of a Writ of Mandamus, to direct the respondents to grant permission and necessary protection to conduct “Adal Padal” programme on 05.03.2023 at 07.00 pm to 10.00 pm in connection with Thiru Vizha of 23rd year Thanthai Periyar Memorial Vizha at Periyar Samathuvapuram, Paiyur Pillaivayal, Sivagangai, Sivagangai District.
2. Mr.E.Antony Sahaya Prabahar, learned Additional Public Prosecutor takes notice for the respondents. By consent, this writ petition is taken up for final disposal at the admission stage itself.
3. The learned counsel appearing for the writ petitioner submitted that Thiru Vizha of 23rd year Thanthai Periyar Memorial Vizha at Periyar Samathuvapuram, Paiyur Pillaivayal, Sivagang
