ORDER :

This writ petition has been filed seeking to call for the records relating to the impugned order passed by the second respondent in letter dated 03.05.2025 and quash the same and consequently direct the respondents to grant permission and police protection for conducting cock fight programme on 31.05.2025 & 01.06.2025 in Manavur Village, situated in Thiruttani Taluk, Thiruvallur District.
2. The learned counsel for the petitioner submitted that this Cock Fight in the event of Celebrating the Tamil Month of “Chitthirai” on 31.05.2025 and 01.06.2025 and earlier, similar writ petition was filed and permission was granted and the event was conducted without giving rise to any law and order problem. The learned counsel submitted that even this time, it will be conducted in a smooth manner without causing any law and order problem.
3. Per contra, the learned Additional Public Prosecutor on written instructions from the respondent submitt
The court recognizes the necessity of balancing freedom of assembly with law and order concerns, allowing events under strict regulatory conditions.
The court upheld the right to conduct traditional cock fights with police protection, contingent upon compliance with safety and welfare conditions.
The court emphasized the need to respect traditional events while imposing conditions to ensure public safety and animal welfare.
