HIGH COURT OF ANDHRA PRADESH
Subba Reddy Satti, J
Koruprolu Satyanarayan – Appellant
Versus
State Of AP – Respondent
WRIT PETITION NO: 10419/2026|WRIT PETITION NO: 10493/2026|WRIT PETITION NO: 10553/2026

Advocates:
For the Appellants/Petitioners: B P Raju
For the Respondents: P Rajesh Kumar, Chaitanya, Y Koteswara Rao, Usha

When administrative authorities have already initiated the survey process upon a petitioner's request, the court may dispose of the petition by directing the authorities to complete the survey in accordance with the statutory provisions of the Andhra Pradesh Survey and Boundaries Act, 1923.

Headnote:(A) Andhra Pradesh Survey and Boundaries Act, 1923 - Survey and fixation of boundaries - Representation for survey of house sites - Directions for conduct of survey - Petitioners sought direction to respondent authorities to survey their respective plots and fix boundary stones after filing representations - Respondents indicated that survey notices were already issued to petitioners and surrounding owners to commence the process on a specific date - Court directed the Mandal Surveyor to conduct the survey strictly in accordance with the procedure mandated under the Act. (Paras 8, 9 and 10)

Facts of the case:
The petitioners in three separate writ petitions, claiming to be owners of house sites in Dwaraka Tirumala, alleged that private parties were encroaching upon their land. They filed representations with the District Surveyor seeking a formal survey and fixation of boundaries. After respondents initiated steps for surveying, the petitioners approached the High Court seeking a writ of mandamus to ensure the survey is conducted.

Findings of Court:
In light of the fact that the Mandal Surveyor had already initiated the survey process by issuing notices to all interested parties for the conduct of the survey, the court found no further adjudication necessary.

Issues: Whether the respondent authorities are obligated to consider the petitioners' representations for the conduct of a land survey and fixation of boundaries.

Ratio Decidendi: When the administrative authorities have already initiated the legal process of surveying land in accordance with the relevant statute, the court may dispose of the writ petition with a direction to complete the process strictly following the mandated procedure.

Result: Writ petitions disposed of.
