The petitioners in the present writ petition are primary school teachers appointed in February 2025 under the much-delayed recruitment process initiated in 2009 by the North 24-Parganas District Primary School Council. The recruitment notification, published on 23^rd April, 2010, prescribed only Madhyamik or equivalent qualification with the ability to read and write in
