In the instant Original Application (OA), the applicants
seek the following reliefs:
“(i)
That the Hon‟ble Tribunal may graciously be pleased to
pass an order directing the respondent No.2 to consider the
request of the applicants for their regularization by way of
extending the benefits of judgment dt. 12.11.2018 in SWP
No.290/2018 passed by Hon‟ble High Court of J&K at
Srinagar with all consequential benefits.
(ii)
That the Hon‟ble Tribunal may graciously be pleased to
pass an order directing the respondent No.2 to frame a
policy/scheme for regularization of the services of the
monuments attendants who are working on casual basis, as
work/nature of duties monuments attendants is permanent in
nature.
(iii)
Any other relief which the Hon‟ble Tribunal deem fit and
proper may also be granted to the applicants along with the
costs of litigation.”

At the outset, learned counsel for the applicants, states
that the issue raised in the instant OA is squarely covered by
the decision of the Coordinate Bench of this Tribunal (where
one of us Hon’ble Mr. Manish Garg, was a Member) in OA
No.387/2019 – Chatur Singh & Ors. V. Union of India &
