1. OA is at notice stage hearing. Shri P. K. Pandey and Shri Ajay Kr. Shah have appeared for Respondent No. 1 and Respondent No. 2-

6 respectively, having received advance copy of the OA.

2. MA 65/2024 has been preferred for condonation of delay. Considering the fact that the issue in OA relates to payment of HRA arrears to retired persons, MA is allowed.

3. Applicants’ prayer in the OA reads as under:-

I. “That this application is being filed for quashing of letter no.

PERC/EC/1998 dated 29.10.2016 by which the management has come to the finding and has denied to make the payment of arrears of House Rent Allowance (HRA) on revised Basic pay to city based non- executive employees (except plant/Ranchi location) w.e.f 01/07/2013 to 10.06.2014 as full and final settlement on this account for 2012 wage revision. The Arrears shall be paid to those non- executive employees who were on the rolls of the company during the period 01/07/2013 to 30/06/2014 and continue to be on the rolls of the company as on date and for quashing the order dated 29/05/2019 passed by the respondents whereby and where under the claim of the Patna applicant has been denied and
