PER HON’BLE MRS. SHALINI MISRA, ADMINISTRATIVE MEMBER
The applicant, appearing in person, has filed this OA seeking the following relief:
“To set aside the charge sheet in Memo No.F/4-3/10, dt: 18.6.2013, and the order No.F/4-3/2010, dt 30.08.2014, passed by the 4th respondent, the order No.INV/13/SMG/2014, dt 17.2.2015 passed by 3rd respondent and the order No.ST/VP-SKMDG/KNL/2015, dt 3.2.2016 passed by the 2nd respondent by declaring the same as arbitrary, illegal, without application of mind, unfair and violation of Articles 14, 16 and 21 of the Constitution of India, and consequently direct the respondents to refund the amounts so withheld from the pay and allowances of the applicant in pursuant to the orders of R-3 and 4 and consequential benefits due to the applicant, and pass such other or further orders as deemed fit and proper in the facts and circumstances of the case.”
2. The brief facts of the case, according to the applicant, are that he was appointed as Postal Assistant in Nandyala Postal Division on 07.05.1988. He had been given financial upgradation under Time Bound One Promotion (TBOP) Scheme w.e.f. the year 2004, and as such working continuously till date. While
