1. The SWP/WP(C) No. 1864/2018 was transferred from the Hon’ble High Court of Jammu and Kashmir at Jammu and was registered as T.A. No. 61/3594/2020 by the Registry of this Tribunal.

2. The present matter was filed before the Hon’ble High Court with following prayer:

a) “WRIT OF CERTIORARI:- So as to quash the Govt. Orler No. 191-PDD of 2018 dated 27/08/2018 passed by the respondent No. 2 which is bad in the eyes of law being arbitrarily, illegal and against the mandate of judgment passed in SWP No. 86 of 2018 dated: 22 05/2018. As such the order impugned Govt. Order No 191-PDD of 2018 dated 27/08/2018 may please be quashed in the interest of justice.

b) WRIT OF MANDAMUS:-So as to command and direct the respondents to appoint the petitioner as Junior Engineer Electric in the Power Development Department on the same analogy of Govt. order No. 15- PDD of 2017 dated 21/01/2017 & Govt. Order No. 198- PD) of 2017 dated 11.9.2017 passed by the respondents, as the petitioner being selected and recommended by the J&KSSB along with the other similarly situated and appointed candidates pursuant to Advertisement No. 2 of 2015 dated 20.06.2015, the
