1. In this writ petition, under Article 226 of the Constitution of India , the petitioner, namely- Shri Bullo Apa, S/o Lt. Bullo Tabing, Upper Subansiri District presently serving as Assistant Director of Industries (for short, ‘ADI’) has put to challenge the Order dated 24.02.2020, issued by the Secretary Industries and Skill Development & Entrepreneurship Department with approval of the Chief Secretary, and the second Board Meeting dated 17.12.2019, approving the transfer of private respondents to the Skill Development & Entrepreneurship Department, and holding the petitioner not having Grade point 7 in the APAR of the year 2014-15, and thereby, not recommending his name for transfer to Skill Development and Entrepreneurship Department and for restoring the decision of Board meeting held on 08.11.2019, wherein the name of the petitioner was approved
