The petitioners, who are the occupants of shop rooms in the Devaswom Shopping Complex, Adoor, which is under the management of the 1st respondent Travancore Devaswom Board, have filed this writ petition under Article 226 of the Constitution of India, seeking a writ of certiorari to quash Exts.P1, P3, P4 and P6 notices issued by the 5th respondent Sub Group Officer, whereby they are required to pay revised rent and security deposit, with effect from 30.11.2021 and execute fresh agreements. The petitioners have also sought for a writ of mandamus commanding the respondents to work out monthly rent to be paid by the petitioners for the year 2022-23 at the rate of 10% enhancement only upon the existing monthly rent; and a writ of mandamus prohibiting the respondents from demanding any additional deposit other than already deposited by the petitioners. On receipt of notices, the petitioners submitted Ext.P7 reply, which was followed by Ext.P8 representation before the Secretary of the Board.
